The discussion groups are a place where you can join a discussion on a particular topic. These discussions are mailing lists, so you can email your comments to it, and receive people's comments from it. To view a discussion, click on a mailing list name, then click on Archive. There you can see all the emails sent to a list. If you are subscribed to a list, you will be able to reply to someone's message.
