FERGUS DOES QATAR!

Fergus watchers are happy to report a recent spotting.  Fergie was sighted in Qatar
attending a session of the International Civil Society Forum for Democracy (ICSFD), a civil society
parallel process to the International Conference of New or Restored Democracies, a short
skip from the last meeting in 2003....in Mongolia.

"There’s a remarkable appreciation – mostly un-reported in the west - for democratic governance
among Arab civil society and religious organizations," says WFM-C Executive Director Fergus Watt.

The Intergovernmental Conference provides a forum for fragile democracies to support
each other and share experiences in monitoring democracy.   It also provides an opportunity for
World Federalists to give input on the need to democratize at levels above the nation state.

  
DESPERATELY SEEKING PARLIAMENTARIANS!

Who better to fight for the idea of citizen input into the United Nations than existing
Parliamentarians? Challenge your MP to sign the Appeal for the establishment of a
Parliamentary Assembly at the United Nations.  As our part of an international campaign,
WFM-C is looking for at least one individual in each federal constituency in Canada to meet
or write his/her MP to seek endorsement of this initiative.  Background info kit will be provided

OUR SHARED RESPONSIBILITY!

Fergus Watt and Ernie Regehr of Project Ploughshares are writing a paper on civil society
participation within the UN Peacebuilding Commission (PBC).  The PBC is a new advisory body
to the UN that will help countries in post-conflict peace building, recovery, reconstruction and
development. Fergus and Ernie’s paper will focus on how civil society can feed into the PBC. 
The paper has the potential to become a policy document of the Canadian government, and
also the Peacebuilding Commission.
 
Ernie Regehr was awarded the WFM-C World Peace Prize at this year's AGM. According to
Robin Collins, Chair of WFMC's Executive Council,"For decades, Ernie has been a significant
figure in almost every disarmament and peace-building campaign in Canada, He has been a
consistent advocate for raising the quality of thoughtful reflection and peace advocacy in
Canada and abroad and an invaluable colleague and mentor to his fellow activists."


PEABODY AND THE POWG!

The Peace Operations Working Group (POWG) is a project launched by the NGO network –
the Canadian Peace Coordinating Committee (CPCC) of which WFM-C iS a member.  The WFM
chairs the POWG steering committee.   A current POWG project is the
Peace Operations Monitor- Civilian Monitoring of Complex Peace Operations

This is a web-based resource providing an integrated mission perspective on selected
peace operations. The first phase of the site, Afghanistan, is active.   POWG Coordinator
David Peabody works out of the WFM-C national office in Ottawa.  As funding becomes
available, similar web-based projects concerning Haiti, Sudan and the DRC will soon be launched.
 

MEDIA FEEDING FRENZY!

While our WFM-C media releases often cause very small waves, the August edition
of "Upholding our Peacekeeping Tradition" distributed to coincide with Peacekeeping Day
in Canada set off a tsunami of media interest and led to interviews with Warren Allmand
in english and french (CBC Radio Canada International and a french-language station in Alberta)
as well as four interviews with World Federalist peacekeeping expert,
Prof. Walter Dorn.
Our views lambasting the Canadian Government's lack of support for UN
forces were also broadcast on  Vancouver's Bill Good Show, and Straight Goods, an online independent newsmagazine.


AT YOUR PEACE SERVICE!

Despite the need at times to move quickly to prevent genocide, “ethnic cleansing,” and
crimes against humanity the United Nations has no reliable capacity to do so, even when
hundreds of thousands of lives are at stake.  Peter Langille of WFM-C Council and a network
of academics have kept the idea of a United Nations Emergency Peace Service alive.  In the
past four months the UN’s deployment has increased dramatically.  There are now about
100,000 UN personnel in the field, generating a bureaucratic headache for the UN.  A change
to allow more permanent arrangements at the UN is needed and may be possible.

SPOKES OF THE EVIL AXIS!

Robin Collins made the  presentation "Nuclear Non-proliferation and Iran" to Ploughshares
Ottawa on United Nations Day October 24, 2006.  

Robin also posted several linked webpages as an aid to the Election 2006 Climate Coalition,
a network of Canadian civil society organizations concerned with the need to comply with
our obligations under the Kyoto Protocol.

MONTREAL A-BUZZING!

The Montreal branch is preparing a bilingual flyer for outreach, and an advertisement to
attract more 'issues action' letter writers.  Writers come with paper and envelopes, and
leave with a feeling of accomplishment.  

The branch has also adopted a sub-title approach to address the branding issue -
" Globalizing Peace and Justice - WFMC".  (Explanatory note:  It appears that 'federalism'
is a tough word to market especially in Quebec!)

Montreal has also been publishing its Branch Buzz.  October 2006 edition includes a report
on WFM-C participation at the World Peace Forum in Vancouver
,  June 23 - 28, 2006 as well
as the General Members Meeting.

HANNA FOR LEADER OF WORLD OPPOSITION!

At the WFM-C banquet in Vancouver June 2006, many people gathered to honour
Dr. Hanna Newcombe, recipient of the first WFM-C Lifetime Achievement Award, which
has been named after her.  In a question and answer session, Hanna noted that she has
always worked so hard on peace issues not necessarily because she is an optimist, but
because it's the only way to retain hope.

However, as soon as a World Government is elected, says Hanna, she'll take her customary
and rightful place working with the opposition!


BRINGING DEMOCRACY TO VICTORIA!

Members of the Victoria Branch Executive met at Mary June Pettyfer's home on North Pender
Island, June 10, 2006, to develop a major project for the Branch (and possibly WFM-C itself).
This meeting continued efforts begun in 2005 and earlier.  Starting with the need for greater
communication and participation by members within our Movement, several parallel ideas
congealed into a decision that what we and the world needed was a set of distributed
participatory decision-making systems outside current governmental structures that could be
used at all levels of governance, from municipalities to the U.N.  Governance from the top
down is not working: it has led us into wars, policies and trade deals that most of us don't want.

The mission of Wise Democracy Victoria, initiated by the Victoria Branch but an independent
entity, is to seek out and investigate processes that can enhance the scope, collaborativeness,
and co-intelligence of our democratic system.

Don Herres reports that there will be also be a new dialogue/self-governance group and
website next year in Nanaimo.

MAN ON A MISSION!

The University of Winnipeg's Global College has focused attention on children affected
by war, the impacts of infectious diseases, the duties of a new UN human rights council
and the challenges of climate change.

Dean of the Global College and also Dean of Theology is Dr. James Christie, a WFM - Canada
Past-President and current Chair of the WFM governing Council.   "The choice is between
paranoia and pluralism," he says. "We want to build the policies to meet the possibilities
of a world united."

The World Federalist Foundation has helped Mike Nickerson publish his book
"Life, Money and Illusions". This has also led to 42 speaking engagements for him, and two small foundation projects on environmental issues.

ICC - WE STAND ON GUARD FOR THEE!
Credit Toronto’s Paul Dilse for sounding the alarm following a CBC radio story suggesting
the Harper government is considering undermining the International Criminal Court by
signing a “bilateral  Immunity agreement” with the U.S.

WFMC President Warren Allmand and Amnesty International’s Alex Neve have written
to Foreign Affairs Minister MacKay requesting a formal clarification.

Ross Smythe's magnum opus:

Ross Smyth recently celebrated his 85th birthday and published his memoir
"One World or None".  It's his life story fused with an explanation of his
vision for global peace, justice and conservation. It explains how politicians
and individuals can move quickly to a democratic, governed world.

Smyth grew up in Toronto during the Depression, when his mixed
Catholic-Protestant background made him a novelty.  During and after
the Second World War, he became involved in the earliest days of
commercial aviation.  Finally in the 1960's and 1970's his involvement
in groups like the World Federalists led him into more political arenas.

Formerly President of the World Federalists of Canada, Ross is now
a resident of Montreal.

Democratic world government by 2014 through a global referendum

COAL SCUTTLE!

Bill Pearce is a member of the Victoria branch who registered as an intervenor in the recent
hearings of the B.C. Utilities Commission, discussing B.C. Hydro's 20 yr Integrated Electricity Plan.

The basis of the intervention is concern that the plans do not address Canada's Kyoto commitments
to reduce greenhouse gases(GHG):

We are greatly disturbed that BC Hydro entered into two contracts for coal fired power, which
together have the potential to release up to 1.8 million tonnes of carbon dioxide, and  thereby
increase BC’s overall emissions by 2.6%.

The release of Sir Nicolas Stern's report on the economic consequences of inaction highlights
the importance of the need for all nations to immediately take serious steps to reduce GHG.


LIFE ON MaRS!

The Toronto Star didn't report on Doron Dekel's world federalist views but they did give a terrific
overview of how his medical imaging technology is on the cutting edge.  (Pun!)   And at least they

G-G AND THE PM!g-g book

Former MP and Vancouver member Edward (Ted) McWhinney is one of the foremost experts on
the Canadian constitution and is often called upon to advise the Canadian government.  In his
