Dear Prime Minister,

Please support multilateral efforts through the United Nations to resolve the current problems with Iraq, and please dissociate Canadians from any unilateral American military action.

The International Commission on Intervention and Sovereignty, established by the Canadian Government, has outlined a number of principles which must apply when coercive measures are taken against a state. We urge you to consider these principles and the words of our former Foreign Affairs Minister Lloyd Axworthy:

'Better we should act to preserve an international system based on a rule of law than to become a cheerleader for a precipitous act that, if it proceeds without international sanction, will be a highly regressive move in the search for international security and sanity.'

Thank you for maintaining Canada's strong commitment to the United Nations, its humanitarian values, and its role in stabilizing international order.
