Honourable Bill Graham,
Minister of Foreign Affairs,
House of Commons,
Ottawa, Ontario.
K1A 0A6

Dear Minister Graham,

Congratulations to your government on its important role in bringing about the International Criminal Court which I believe represents one of the most significant developments in modern UN legal history. The security of Canada and other nations is enhanced by the strengthening of international law and by having such a court with power to bring suspected war criminals to justice.

I would also like to applaud your government's principled stand in resisting American attempts to renegotiate this international treaty through coercive tactics at the Security Council. Your government has shown great courage in this effort and deserves much praise.

Sincerely,
