ACTION ALERT - BALLISTIC MISSILE DEFENCE

WHAT TO DO

1.  Familiarize yourself with the background information  on BMD.

2.   Compose your letter.

Call upon Canadian authorities to decline participation in the American BMD project for any of the following reasons:

Effectiveness  Many experts believe the proposed BMD system is technically unsound and will never be capable of protecting North America from attack.

Cost  The cost of this program to Canada is unknown and monies could be better spent on other Canadian priorities.

Arms Race  Instead of providing better protection, BMD could provoke other nations into expanding their missile and nuclear capabilities.

Space Weaponization  Some Pentagon planners insist that BMD includes planning for weapons in space. Canada is on record as opposing space weaponization, and should not give tacit consent.

U.S. Relations  While we should encourage good relations with the U.S., Canada's foreign policy should not be based on a culture of appeasement for past disagreements.

Multilateralism  This bilateral engagement would likely be inconsistent with Canada's historic role of encouraging multilateral arms control and non-proliferation treaties.  We should neither encourage the United States to pursue this project, nor should we endanger our credibility with other countries
