Warren Allmand

President, World Federalist Movement – Canada

Born in Montreal, September 19, 1932. Educated at St. Francis Xavier University, McGill University and University of Paris and the Institute of Comparative Law.

Elected to the House of Commons in November 1965, and re-elected in 1968, 1972, 1974, 1979, 1980, 1984, 1988, and 1993 for the constituency of Notre-Dame de Grâce (Montreal) as a member of the Liberal Party. Appointed to Cabinet as Solicitor General on November 27, 1972; Minister of Indian Affairs and Northern Development on September 14, 1976; and Minister of Consumer and Corporate Affairs on September 16, 1977.

Was an active world federalist in Montreal in the early 1960s, prior to becoming an elected Member of Parliament. Once elected, joined what was then the parliamentary wing of the world federalist movement, the “Canadian World Federalist Parliamentary Association,” a group that developed into an international network of parliamentarians, later re-named "Parliamentarians for Global Action (PGA)." Served as PGA’s International President in 1988 & 89, and Chair of the Canadian section from 1993 to 1997. PGA is now headquartered in New York and works closely with the international secretariat of the World Federalist Movement.

Retired from Parliament in 1997 and served as President of Rights and Democracy, (the International Centre for Human Rights and Democratic Development) from February 1997 to May, 2002. Since 2002 has served as a consultant in international human rights and lectured on the same subject at McGill University.
