Vancouver Community Network (VCN) - 3rd Party Evaluation

Request for Proposal

 

The Vancouver Community Network (previously FreeNet) is embarking on two projects which will involve a participatory evaluation process. VCN requests proposals from organizations or individuals to undertake the work of evaluating the projects.

 

1. The Technical Volunteer Web (http://www.vcn.bc.ca/vcn/involve/) will develop a set of practices for connecting technical volunteers in voluntary sector organizations with a larger technical resource network that can provide additional recruitment, training and support to complement the non-profit organization's volunteer program.

 

2. The Vancouver Community Learning Network (http://www.vcn.bc.ca/vcn/cln/) will explore the effectiveness of using online interactive tools and public Internet access to support an 'assets based community development' process. Community participants will be residents of several mixed-income, high density, adjacent neighbourhoods in East Vancouver. The project will help residents in their efforts to map community-based assets, improve the local economy, and develop plans for resolving critical issues in the community.

 

Proposal Guidelines:

 

Please include the following in your proposal:

1.      a brief description of relevant knowledge base, expertise and previous experience;

2.      a workplan detailing a proposed structure of the evaluation process;

3.      a list of references.

 

Budget Details:

 

1.   Evaluation - 20 days at $250 per diem = $5,000 (participatory workshop tentatively planned for late afternoon/early evening of April 26, 2001)

 

2.   Evaluation consultant year 1  - 20 days at $250 per diem = $5,000

      Evaluation consultant year 3  - 20 days at $250 per diem = $5,000
