Zoning Relaxations Sought for Development at 1667 Kitchener

 

Tuesday 2 March 2010:

  On 2 March, the City of Vancouver sent a letter to the owners of buildings in the immediate vicinity of 1667 Kitchener, notifying them of a third round of development plans for the site (No: DE412468).   Click here for a copy of the City's letter in PDF format.   Attached to the letter was a Design Rationale for the site (described as 1645 Kitchener) from the developer's architect, listing changes to the proposed development.   The changes were from a four-storey, block-like building to a three-storey building that fitted much better with surrounding buildings.

  The changes arose from a meeting between Jim Hancock (the developer's architect) and approximately 20 neighbours.   These documents were available during the development application from http://vancouver.ca/commsvcs/developmentservices/devapps/pc1667kitchener/index.htm.

Monday 4 January 2010:

  The City decided to not approve the second design and set of relaxations that the developer was seeking. The City stressed "the importance of "neighbourliness" in design" as a reason for rejecting the new proposal.

Thursday 17 December 2009:

  GWAC learned that the developer continues to seek many relaxations as part of the development proposal, though the City's notification letter seeks comments on just one of the relaxations:   maximum building height.   GWAC has sent a letter opposing many of the relaxations to the City's Director of Planning, Brent Toderian, with a copy sent to the Project Coordinator for the development proposal, Joe Bosnjak.

Sunday 13 December 2009:

  On 8 December, the City of Vancouver sent a letter to the owners of buildings in the immediate vicinity of 1667 Kitchener, notifying them of new development plans for 1667 Kitchener (No: DE412468).   Click here for a copy of the City's letter in PDF format.   The Kitchener Street elevation shows that the new proposal is for tall roofed structures in place of the slightly less-tall box-like structures proposed previously.

  The neighbourhood has been given only until December 23 to respond, so you will need to submit your letters or e-mail messages before that date.   The new plans are on view at the Project Co-ordinator's office, 3rd floor, East Wing of City Hall at 2675 Yukon Street, Monday to Friday, 8:30 a.m. to 4:30 p.m.   The City's contact person is Joe Bosnjak. Wednesday 2 September 2009:

The City decided to not approve the relaxations that the developer was seeking because of the design's "incompatibility with the neighbouring context" and its departure from design guidelines with respect to the RM-4 zoning specific to the so-called Britannia/Woodland area. This area-specific RM-4 zoning is the Britannia/Woodland RM-4 and RM-4N Guidelines (adopted by City Council November 21, 1989; Amended February 4, 1992).

Tuesday 17 March 2009:

  GWAC sent a letter opposing the relaxations to the City's Project Coordinator, Mike Chu.

Thursday 5 March 2009:

  Some people in Grandview Woodland are concerned about a proposed residential development at 1643 and 1649 Kitchener — to be known as 1667 Kitchener Street.   The developer wants to construct five box-like four-storey buildings on the site and is asking for many relaxations of the site's current RM-4 zoning.

  The City of Vancouver has sent a letter to the owners of buildings in the immediate vicinity of 1667 Kitchener, asking that people submit written comments (either an e-mail or letter) to Project Coordinator Mike Chu no later than Tuesday 17 March.   Click here for a copy of the City's letter in PDF format.
