STRATEGIC INITIATIVE PROPOSAL (SIP) for 2003-2004

Purpose: A Strategic Initiative Proposal (this form) is a preliminary request for approval to resolve an issue, achieve a goal, or realize an outcome which is expected to make a significant, positive, long-term difference in the performance of the unit. SIPs will often address Strategic Directions of the BCPOA, but may also address other important issues. If approved for additional consideration, you will be asked to submit an Action Plan with a detailed budget.

Conference Organization

  1. Describe the goal of the initiative: Provide interesting professional & personal development for PO's and other professionals and volunteers involved with criminal justice : Emphasize the professional development of PO's and networking rather than the AGM.

Thursday evening March 25 - Saturday, March 27, 2004

Rationale (summary of the issues/evidence to support this proposal):

The Conference is the best thing we do. It provides Professional development. Our gift to our profession and an opportunity to meet other PO's. When the government has such a limited training budget, this conference is an excellent value.

Alternative Strategies (identify at least two, each with estimated cost):

Strategy 1:

The whole executive will organize a Conference at the RCMP Training Centre. Social, Educational workshops Cost ?? $2,000 (break even) Invite more community partners: i.e. Judiciary, Crown, Police, federal Corrections Canada, contractors (PLEA, Focus, Stelmaschuk, Boys & Girls Clubs,CAPs)

Strategy 2: (not approved by executive).

Organize a conference in collaboration with with PSSG CAP office (PSSG has decided to organize five regional conferences for CAP volunteers). >$16,000

Collaboration: Will the implementation of this initiative require collaboration with any other person(s) or unit(s) or will the implementation of this initiative be enhanced by the collaboration with any other person(s) or unit(s)? (Please consider both internal and external constituencies.)

 

  1. Participation of Ministers and Upper Management at conference will encourage attendance
  2. Collaborate with the Justice Institute, Simon Fraser University & Royal Roads to sponsor speakers.
  3. Collaborate with the University College of the Fraser Valley: They are moving part of their campus to the Site of the RCMP training Centre and are motivated to increase their visibility as a leader in Criminology.
  4. Collaborate with POLCYB- Policing of Cyberspace and Westcoast Security Forum & iTech
  5. Collaborate with agencies like Victim Services, SOLO, Children of the Street, Parents Together, & Servants Anonymous.
  6. Invite CAP community volunteers: make them aware of the complex work that PO's do.

Some proposals may require approval by an internal training committee in addition to the appropriate managerial and ministerial approval.

Not yet: Approval Needed:

1. half day, Thurs March 25, 2004 for Travel

2. Full day of training with pay for March 26, 2004

3. Full travel and expenses for Government employees who will be presenting.

The Past President met with Minister Gordon Hogg Oct 9, 2003.

Darlene and Barry will travel to Victoria and meet with Senior Management of Adult Community Corrections.

Barry has spoken with Minister Rich Coleman and asked for a meeting.
